Care Compare gives an agency two star ratings. The quality of patient care star rating comes from OASIS and claims measures. The patient survey star rating comes from HHCAHPS, what patients said about their care. They cover different groups of agencies: 762 Florida agencies have a quality rating, and 424 have a survey rating.
On quality, Florida sits above the nation: 43.4% of rated Florida agencies have 4 stars or more, against 34.7%. On the survey, it sits below: the middle Florida agency with a survey rating has 3 stars, and 42.5% have 4 or more, against 61.4% nationally. The answers behind those stars are closer than the stars suggest, within 3 points of the nation on every question below.
Some agencies are strong on one and weak on the other. Of the 221 Florida agencies with 4 or more quality stars and a survey rating, 30 have 2 survey stars or fewer: 13.6%, against 10.1% nationally. Families and referral sources see both ratings side by side on Care Compare.
If your agency's number is at or above the last column, you're in Florida's top 25% on that question. The same goes for the care table further down.

Under Home Health Value-Based Purchasing (HHVBP), Medicare raises or cuts each scored agency's payments by up to 5% based on its quality. Among Florida agencies with a 2026 adjustment, set by 2024 performance, the median got +0.48%. Nationally, the median was +0.19%. On $1 million a year of traditional Medicare home health revenue, 0.48% is $4,800.
CMS's HHVBP file lists 1,108 Florida agencies. 657 have a 2026 adjustment: 380 went up, 276 went down and 1 stayed flat. For the others, CMS's footnote says the agency is ineligible "due to Medicare certification date and/or no or insufficient data on at least five measures."
For larger agencies, the patient survey counts toward HHVBP. Our chapter on what HHVBP does to your payment walks through the measures and the dollars.
Enzo is a home health EHR. The survey rows come from patients. Most of the care rows come from OASIS. Enzo's tools work on the OASIS side, where the answers a clinician records are the data. Enzo Scribe turns the visit into complete, OASIS-ready notes and flags gaps against OASIS requirements before anything goes to review. Enzo QA reviews every chart before submission, including OASIS responses and Plan of Care alignment, and explains what needs attention and why.
We've run the same numbers for California and Texas.
762 of Florida's 1,157 agencies have a quality star rating in this release. For 356 of the rest, CMS's footnote says the number of patient episodes is too small to report. For 39, the measure has no data yet or the agency was certified or recertified less than 6 months ago. Fewer have a survey star rating: 424.
CMS refreshes home health quality data on Care Compare each quarter, and agencies get preview reports before each public release. We'll update this page when the next release lands.
